I believe that the saying goes back to the times of Peter and Paul and I intuitively believe that it was a term being used for the slight of hand and dishonest cunning intentions of betrayal from Paul in relation to Peter

Your explanation is correct, but I believe your derivation is in error. In 1891 there was a head-on train wreck that killed nearly a dozen people. During the subsequent investigation it was discovered that one of the trainmen's watches was off by 5 minutes. The railroad called in a prominent Cleveland, OH jeweler who had made quite a name for himself by using the latest technical innovations in horology. That man was Webb C. Ball. Ball set up a system that demanded every trainman to use a watch capable of accuracy in the (as I understand it) an astounding 3 seconds per week. Only watches and clocks that could meet that strict standard would be allowed on railroad property. The plan was a tremendous success. Other railroads took notice and decided to copy Ball's system. It was the difference between knowing the approximate time, and the exact time. As other railroads adopted Ball's list of acceptable watches and schedule of maintenance checkups, those trainmen were said to be "on the Ball". That is, being "on board" with the latest, greatest technical innovations.
